Any multi cylinder engine with one piece shaft mounted rockers will have some valves partly open with the rocker adjustments all backed off.
This is because the cam lift is more than the adjustment range of the adjustment screw.
The valves you have mentioned are in their own part of the four stroke cycle.
If the engine was in a different position, say NO.1 overlap not NO.1 compression,
then you would have a different list of valves partly open.
I would consider it completely normal,
just make sure all the ball ends line up and progressively take the whole assembly down to the head.
It has way more effect if the screws aren't backed off first, for both assembly and disassembly.
