As I understand it, it does take TWO pictures. One shows the vehicle, the other shows when the red light turned red. I was well into the intersection when the light turned red. I theorize that is why I never got anything in the mail for a ticket? Unless their just waiting for me to show up somewhere so they can nail me then?

We've had those around here for years (since before I started driving)
My recollection is that the comparison of the first and second photos is used to determine if you have entered the intersection after the red light.
The camera's here have been upgraded to detect speeding cars at the same time (!) - so if you speed up to beat the red...
