It sounds like a good bill to me. But so far as selling your car to anyone in another state, that would be good only if the other state will accept your states title. California won't. No matter what it is titled as in another state, here we have to go through the SB-100 process and it will be titled as the year that you buy it. Most states aren't like this one though.
