What your talking about is essentially "welfare reform", which does not address those families with inadequate or no coverage.

Reform is not for those on or near welfare standards. It needs to encompass a broader segment of society that extends well beyond the 20 to 40 million currently with NO coverage at all.

Before you can fix something you need to understand the problem.
