Default QA1 Coil Over Lower Mount Question

I have a mustang II front suspension set up in my CR. I have tubular upper arms and stock new stamped steel lowers. All are mounted on urethane bushings. I just bought a QA1 coil over conversion. It uses stock stamped lowers. I noticed that the shock mount which also supports the spring load is ridgidly mounted to the bottom of the shock. It does not rotate. I would have assumed that it rotated on a bottom gimble bearing. In other words the bottom mount appears to have to be kept loose so that it moves on the bolt body as the lower arm moves up and down. Does anybody have any info on this? Thanks
