Its a Photoshop (or other photo-editing software) blur effect applied to the upper part of the picture. One can tell by looking at the poles in the lawn - the upper parts are blurred while the lower sections are in sharper focus. If it was a depth of field (lens) effect the blur would be distance based and the entire length of the poles would appear the same. With a little work in Photoshop, you can do anything a lens can do and much more - a truly versatile creative medium.
