The story behind the story (NTSF data, Feb 8, 2010).

For 2009 in total, CA front plate tickets were up 47%, 58% in LA county alone, which added $4.7 million to the county coffers.....and any other county and city that has authorized "photo enforcement of red light violations".

It needs to see your front plate to send you the ticket. Check the county and city you drive in the most and you will have some feeling for where you stand.

Wayne in Gilroy, CA (a photo red light district, like any red light district full of @#$%& wanting your money).
