This probably won't be familiar to you "non-Tucsonans".But a couple of years ago a co-ed killed her roommate (also female)at the U of A.She was charged and released.BUT she was forced to sign EXTRADITION PAPERS before she went home to the reservation.
Reservations are always what everyone has in their mind.There is one here that is just about 5 or 6 city blocks big.My firend has a Diesel shop on the "edge" of the reservation.The way the laws are some drunk Indian( not a stereo-type btw)could cross the street kill my firend Frank and just run back across the street and local.State & Federal LE can't touch them.This is just one problem with the Indians.
