A small base circle cam would set the lifter down in the bore a little further. But by nature, the higher lift camshafts will already have a smaller base circle because you don't want the lobe larger than the journal.

I usually don't run a lot of a hydraulic roller cams, but the Windsor blocks that I've used with the dog bone setup worked fine with a regular base circle cam. You just have to watch that the lift doesn't push the lifter up high enough to bind the dog bone or push the oil band out of the oiling path.
