Actually, the roads are mostly fine in Manhattan, it's the traffic you'll hate. Also, 15" wheels are smaller than most passenger cars, so you'll have more tire to absorb the potholes that exist.

I live very close to the FDR, so if you come and go at the right time of day, no real issues. Just garage it near the FDR or West Side highway.
