I've seen several SPF's with the same problem. There isn't a sufficient sump area for the pickup to maintain fuel feed when the tank is low on fuel. It sloshes around in the tank too much.
As Brad noted, using a swirl pot will solve the issue. About 1 gallon size is plenty. Pretty straight forward to setup and install.
