Doug, your statement above sounded to me like someone may (or may not) have been making this case (demand is low, so why bother increasing the #) somewhere, possibly at a committee hearing, in which case, the truth should come out.

When going through my trials and tribulations, the person who I spoke with in Sacramento (Jody gave me the number at the time) said that they do hold back numbers just in case there are mistakes made, like what happened to me.
