The rules must be different ( I don't have the statute in front of me) if the car had been previously registered. The one I purchased was titled in VA. I did not have to secure a bond, no appraisal, no problems. I trailered the car to the Theft and License showed the original title from VA, the inspector tooks some pics and gave me a form to take to DMV. I received my tags and title and was good to go.

If the car has never been registered I could see where it would be more difficult. I think the biggest problem with any old car now is that if you want the inspector to come to your house that can take a lot more time.
