The instructions with my 4-post lift said that bolting it to the floor was optional. Indeed, the lift isn't going to fall down if not bolted, but the bolting does eliminate all of the "swaying" that happens when you pull on a wrench, etc. You'll feel 100% more confident working under the lift with it bolted to the concrete, in my opinion.
