Default Mechanical Fuel Pump Install.

Getting the mechanical fuel pump off of my Roush motor is easy. Two bolts, pops right off. However, when trying to reinstall it, I was unable to compress the lever on the fuel pump that follows the eccentric on the camshaft so that I could line it up and install the two hold down bolts. I must have just removed it when the lever was fully compressed on the high point of the lobe.

Did I just happen to remove it whent he rod was fully compressed thus making it hard to reinstall?

Should I turn the motor over till the low point of the cam is even with the lever? What is the trick. I never had this problem with a fuel pump before.
