Ernie, What's wrong with a 2.09 size valve? That won't breathe enough to power his Cobra?
He said he's already got a service block & a 462 stroker kit. I say build it. Do cross bolt mains & screw in freeze plugs & it looks like a 427 anyway. Since he wants a stroker who cares what block it is. If money is no object & he wants a Shelby block, then do a Shelby Block. 20K does buy you a built Shelby Block with E-Brock heads from one builder & 22.5K gets you the shelby block & Shelby heads with 2.25 valves from another builder.
If he's got an extra 20K or so laying around collecting dust then go for it. If he is on a budget then run what you brung. There's nothing wrong with a built 428 service block in a street car. Will he recoup the 20K+ at sale time because it's got a Shelby block? I highly doubt it.
