Yes it's that Ford two solenoid set up. You have the solenoid on the firewall switches the heavy current to the starter. That should make a solid click. The starter solenoid engages the pinion in the ring gear by moving it in. That should give a good clunk. Then there is a set of contacts usually connected by the solenoid engaging that spins the motor. If you get a clunk and it's not turning either the switch for the motor isn't being allowed to close or those contacts are burned or loose.
