Yep...this is a no brainer...it's up under the dash, just above the steering column on the left side, if I recall correctly. It's not fixed to anything...just has the wires plugged in to it. You don't have to use a VW part, either...these are available at any auto parts store. All Chinese made, of course... 
Generally speaking, the flasher units don't go bad too often, but they do go bad...make no mistake. Non-working blinkers are more often caused by blown bulbs or sockets with some corrosion down in them. A little dielectric grease on the bulb contacts will usually help control the corrosion.
