The reason for the harmonic balancer is to balance torsional forces not out of balance rotating assembly forces. As your crankshaft rotates it acts as a torsional spring. The harmonic balancer dampens the torsional forces. In other words it helps the crankshaft to not "twist" as much. It acts as a gyroscope for your crankshaft.
