Default Shorter stacks

Comparing the shortened stacks and accompaning auxiliary venturi shown in the photo above (thanks Cal Metal) to the more common length, I assume it is for a clearance issue. However is it possibly for an engine requiring less flexability, meaning not requiring the extra torque that the additional length may (or may not) provide or some other reason. Opinions????
