All your examples had titles issued in another state at some point. Had they been registered in CT in the years they were manufactured then CT would have issued a title. Conversion of an MSO to a title in a given state is a declaration the vehicle is street legal.

There's a problem with no title ever being issued. Should the laws change in CT with the seasons there is no clear declaration by the state of the model year outside a registration that as we have seen they can alter as they see fit.
