In regards to the fluctuating speedo... I have found on a couple cars that the inner cable is a fraction too long. It then is forced to be slightly "bent" in the casing and creates the pulsing. If you use a grinder or cut-off wheel and take just a little off, it goes away. I'd try that before installing a completely new cable. I even remedied it on one car by lossening the ring nut on the back of the speedo and it released enough tension to stop the pulsing as well. Just my.02.
