The first one I can not answer as I wonder about it too, especially when the reason for stopping is more often that not a lack of fuel.

They get tipped over to rmove parts.

As far as getting registered, I checked with the MVR before I startd on the red one, I have to do a revs check (to make sure it is not stolen or monies owed against it) and if that is ok then pictures of it as found and proof of wanting ownership (this is done by showing reciepts that money has been spent on it, they figure if you spent money on it you have an intent to own it).
