I spoke with the sherrif's department today (didn't get to speak to the sherrif, though, only the gal who answered the phone) and they told me that the Kansas Department of Public Safety (Highway Patrol) does the inspections on this sort of thing. I'll call them tomorrow.
I like your idea about stamping the VIN on the frame.....just need to find out where to do so. The sherrif said he had a book that told him where the VIN locations are, I'd like to know I put it in the right place!
