California is not the calm peaceful law abiding state it used to be . We are filled to the brim with hundreds of gang factions and other criminal types.
Not mentioned were groups like "Megans law" (and others) are up Sacramento's A$$ pushing for their cause. I don't know about back east, but we have huge bill boards along major highways with descriptive information on drivers and vehicles.
Basically, if we could just force the crooks to run front plates it would be as good as only having the law abiding citizen carrying guns and not the crooks, but everyone pays.
Speaking of which.....Up here in Placer County they are allowing anyone with a clean rap sheet and 2 days of training to carry concealed. Just thought I'd throw that in....it's about time.
