To put this to bed from my old stomping grounds...Salinas.
I just talked to my old partner Bud Van Blarcom who is on his 29th year.
Salinas requires a sign off which is now FREE (hard to believe)and a $10 admin fee to the court of Monterey AND no points are accessed to your license.
To have points added to your license you STILL have to have a MOVING violation. I think my work is done here.
