I've registered one Cobra from out of state. Pretty simple. Get to the inspection station, get a green sheet (really white), then take that to the local tax assessor and apply for a title. With the application, green sheet, insurance evidence, you get registered, pay any tax due to Texas (6.25%), title fee (nominal) and plates ($60 or so). That's it.
Now, if you live in an area which requires emissions testing, the process is more difficult and I can't speak to that. But, I don't think Portland is one of those areas.
Not to hijack your thread but I am selling for Ron Butler, a nice Butler (gray color, no stripe) with a 351 Windsor, 5 spd Doug Nash, jag rear, centerline wheels. It runs and rides great. The car is in McAllen and currently registered in CA. So, lets go through this out of state registration thing together.
