I have sold three cars with the SPCN SB100 certifications. The title has all of the information and simply follow the direction on the back of the title when you sign it over to the new owner. This only works if the new owner is in California but, if it sold to an out of state owner it can still be brought back in under the original SPCN designation.
The original SB100 documentation is nice to have and the car does not have to have the SB100 sticker on it......The title with the SPCN designation is the document the DMV works with and then reissues the tilte with the SPCN designation to the new owner. The dollar value that the old owner writes on the title is what the DMV looks at for registration fees.
