Had checked the SCCA web site and searched using "seat belts"
Appears their Tech Bulletins and regulations are not cross referenced by subject title. The Tech Bulletin titles/numbers do not indicate the subjects contained in each one. Unless I missed the link, their complete set of regs are purchase only.

I posted the entire e-mail response received from Rick, maybe someone who is active in SCCA racing or familiar with the rules from other sanctioning organizations knows the answers.
