So seat tracks - do I have to have them?

Because I am stuck for room I was planning on making my seat fixed and sized to suit me. Shorter people, if I let them drive, could be accomodated with a cushion insert behind their back.

I had a look in the ADR's and do not see anywhere where it says seats must be adjustable. However, word on the (WA) street is it is required.

Can anyone comment on this?
