I was told that in Victoria (Australia, for the US posters here) we need seat tracks, the idea being that some adjustment is necessary to allow drivers of different heights to reach the pedals and drive the car safely. I haven't verified this 100% but it sounds pretty sensible to me, at least from an engineering perspective.
