So then it does need to be smogged. They probably have someone combing through and cleaning things up.
I was in the same situation. I had not smogged my 1995 car for a couple of years and suddenly they insisted it had to be smogged. It was bogus that it did not need to be smogged, because the rules back then stated all cars had to be smogged to the year of the motor or year of the registration (your choice). But the DMV was very poor in its handling of this in the '90s and mislabeled some cars.
You now HAVE to get an SB-100 because it sounds like you changed the motor and of course, you will not pass inspection.
