Funny you should mention this... but ... I've got the EXACT same problem with my retrofit HID bulb kit. No matter how you adjust it there's shards of light that shoot off up and to the left. I contacted the supplier of the kit and was told it's an adjustment problem. It's not an adjustment problem! I band-aided it as you did by adjusting the bulb to point downward in front of the car. It's to the point I don't like driving it at night for fear of offending on-coming drivers. I'm considering uninstalling the kit and returning to my regular headlights. I was warned by others and should of listened.
