If by "vulcanized" do you mean to have it removed from the wheel and a rubber patch applied to the inside? If so, that's what I would do. Get it rebalanced after the procedure.

Thanks Bob and yes it was a rear tire. The Eagle F-1's have a very wide pattern and of course I picked up something between the treads
