What did you use to plug the hole? We used to use rubber plugs and vulcanizing rubber cement from NAPA. It would literally melt the rubber plug into the tire. Then after we let it cure, we used a die grinder with a scotch brite pad and buffed up the inside of the tire. A patch was then applied.

As long as the cord (steel or whatever) wasn't cut, it was safe to do whatever. If the cord had strands broken, it was for street use only.
