Although it was 7 years ago, I brought my car in from out of state, having been registered in Colorado. Shouldn't make any difference if your out of state registration has expired. I got a TOP and had the VIN verified by CHP and then a trip to the BAR for a "Base Line" check I think he called it. That meant there was no standard to meet, (you cannot fail) just a reading "for the record" (?). Anyway the process was simple, no brake light, headlamp check necessary since the car had been registered already. As I recall at the DMV there was a different nomenclature for this process (SB 3850,??), but it still used a SB 100 sequence # for the process. Good luck.
