Wow, you got an a-hole at the NJ DMV and he is sending you to his a-hole buds for all the registration particulars. 1st question - was the car registered in Philly and as what? If it was and as a '65-'66, my understanding is that NJ (or any state) has to honor that and only hold you to that era of "classic car" requirements. Check the laws, pretty sure you are on solid ground to refuse post-'66 DMV safety requirements. In CA we have the SB-100 legislation that covers out ass on inspection requirements as well as emissions. I would fight it.
