its the carbs, i would contact barry at survival motorsports and get a set of the correct carbs. you could loose the offset spacer, and would probably run a whole lot better in the end. the linkage is fine that can be re-used.
they have a web site and you can see the carb set up

look at the pic i posted, see the main body difference, The MR and HR will use the same carbs. where you live you would do fine without chokes also.....
