You may be right, but they can't refuse to register cars at all under a state statute. We may have to skirt the St. Police on retitles and get year assignments with paper documentation at DOL. A friend of mine in OR got his Cobra retitled with minimal hassle to 1966 even after it was titled originally as a 2008 in OR. What's with these WA bureaucrats? Stay tuned.
