1. No. Put the car on jackstands, put blocks under suspension points to load the shocks so they don't hang.
Inflate them to 30 all around and check them often as they will bleed down. This keeps them from flat-spotting.
2. Depends on their age. Generally not a problem as long as not dry rotted.
