At risk of being redundant, I was at Competition Tire South in Daytona yesterday to buy a set of Billboards and asked about this specific thing. Comp Tire is essentially "Goodyear". The unofficial word is it is purely cosmetic and nothing to worry about.

He also shared something I had never heard of. He said to wipe down the inside of the tire with dish detergent. Just wipe it down and leave it. Then mount the tire just as it is. He said it seems to help the pores of the rubber seal up better. My first set of Billboards would lose a fair amount of air over a short period of time. Doing this supposedly helps with that. He said it was "an old drag racer's trick". He had a bottle of Dawn in the cabinet.
