If you have the time and don't mind a bit of a drive, the Santa Clara DMV is very SB-100 / SPCNS knowledgeable. The key person to talk with is Jody, she knows the process inside and out and is easy to work with. Can't guarantee what days she works, but mid week, mid mornings seems to be a good time. Make an appointment (for registration) to save time waiting in line.

Maybe some of the other guys have recommendations for other Bay Area DMV offices familiar with the process.
