PaulF is correct that the SB100 and titling are different items. However, you really can't have one without the other. I got the SB100 (smog exemption) as part of all the running around I had to do in advance of getting the actual title. Since there are so many parts to finalizing the receipt of a title, I did lump it all together in what I wrote. Obtaining the title is the very last thing that happens. My car passed all the "tests" and even had plates and registration paperwork. I just never got the title as the state was holding it because my car was "fradulently" registered.
What I was attempting to get across to someone in the process, is to just roll with what they ask of you. Any refusal to provide paperwork, do something out of order, or adopting an attitude with anyone at the DMV will be counterproductive.
