The smog exemption (SB100) process is part of the registration/titling process for a SPCNS (Specially Constructed) car.
You cannot get title w/o having the SB100 certificate or passing the visual and sniffer at the BAR and getting your sticker, which is where you complete the SB100 process. You cannot call the CHP, until you have your SB100 certificate in hand. And you need to have your MSO in order to get your SB100 certificate
Now you also need a weight certificate.

You say different process? I say it's all part of the puzzle to get your car legally on the road here in CA. Nothing is terribly difficult, just time consuming.
