I registered my car with a VIN that was nowhere 17 digits/characters.

The purchaser is going to have to more than just take this to his "yacht" helper. Have him take pictures of the where the seal was put on by CT. If it is something that he can do a relief sketching of he should do that as well. They know all about different VIN numbers and all. The regional offices are not the place for him to go no matter how often he deals with them.

I did this with my car to prove that is was built in 1994 for the good folks in Trenton. They immediately changed the info on registration and title and such.

Once he does that, then it is off to Trenton with him register the car. Have him bring the title and all documentation.
