If torque is what you want, then you need to go the opposite direction with the horsepower.

They're almost inversely related....if you go wild on horsepower, torque goes down and peak torque rpm goes up. If you go conservative on the horsepower, more than likely (depending on the cam), you'll end up with more torque and a flatter curve.

Build the engine for what its purpose is...if you spend the majority of the time cruising at low rpms, then build the engine for that purpose.
