Roll the dice...sometimes NY will take the out of state info, sometime they insist on assigning a new VIN. I have had people with both experiences.
If they accept the Texas VIN (they will take the title regardless) expect to be called for an "out of state purchase" inspection at a DMV field offce. They will be officially looking for stolen parts but the reality is they want to see the car and assure that the tax paid was not undervalued, i.e. a reciept for $5000 for a top line SPF etc.
