Here's my process.

Clean off the old stuff with mineral spirits.
Mask the entire tire.
Use a utility knife and gently cut away the tape where you intend to paint.
Use a spray can of white Plasti-Dip.
3 to 4 light coats work well. 30" dry time between coats.
Use the same utility knife to trace around the painted area.......PRIOR to pulling the tape off. If you don't, the paint is so tenacious, it will lift off the tire while pulling off the tape.

This will take about 2 hours per tire. However, it stays on for years. The Goodyears I just removed, were painted about 5 or 6 years ago, and the paint would have lasted years more.
