I am just guessing but I doubt if you have a mechanical rod throtle. However, it does sound like you may have a seriously low geared rear end. 4:10 or maybe 4:56 or something although the problem could still be your clutch.

figure out what transmission you have as well as what rearend gears you have. If you need help figuring out how to guestimate the ratio of your rearend , go to google and enter "calculate rearend ratio". It should give you several options with pictures.
