I wouldnt think it was the flasher can as the can is switched between left or right circuits, so its the same can used for both.
Regarding the Hazard they often just switch both left and right circuits in to the same flasher can.
Regarding the scenario when both left and right flash with your key fob, I know in my case that is driven by the imobbiliser and not the flasher can.
To me, it sounds like your indicator stalk is not switching in the right hand circuit to the flasher can.
